With his 1999 album SWEEP OVER MY SOUL, Luciano reaffirmed his place (along with Garnett Silk and Everton Blender) as one of the leaders of a new wave of reggae singers. Unlike many dancehall vocalists, Luciano wrote songs that placed an emphasis on traditional song structure rather than strung-together catch phrasing.

On this album, Luciano uses his strong voice and melodic sense to sing in praise of Jah on songs like the righteous "Hold Strong" and the Black Uhuru-influenced "When Will I Be Home?" Many of these songs are coated with the thick vocals of a 12-member choir. The vocal power of the choir is utilized to great effect in the danceable groove of "You Can" and on the gloriously harmonious title track. The most impressive number on SWEEP OVER MY SOUL is the reggae/R&B hybrid "Talking Bout," which features the vocal group Morgan Heritage.
