On paper it seems inexplicable that one could assemble a top-drawer retrospective on Philly soul without drawing on the inimitable Philadelphia International catalog, but The Spirit of Philadelphia is superb in spite of its limitations -- it's by no means a definitive history, mind you, but in resurrecting 18 vintage cuts produced outside of the Gamble/Huff/Bell axis that largely defines the Philly soul output of the 1970s, the disc manages to shed significant new light on the true depth of the City of Brotherly Love's musical heritage. Just because the grooves here don't bear the Philly International copyright doesn't mean they're free of the label's influence, however -- the music is as silky-smooth and shimmering as you would expect, typified by the lush string arrangements and graceful rhythms that remain Philadelphia's hallmark. Highlights include Gloria Gaynor's "This Love Affair," Barbara Mason's "Make It Last," and the Whispers' "Will You Be Mine?" ~ Jason Ankeny
