Short Desription

John Roy Lynch (1847 - 1939) was the first African-American Speaker of the House in Mississippi. He was one of the first African-Americans elected to the U.S House of Representatives during Reconstruction after the Civil War. Lynch endeavored to write without racial bias or sectional animosity. Lynch poses the questions, "Was the enfranchisement of the black men at the South by act of Congress a grave mistake? Were the reconstructed State Governments that were organized as a result thereof a disappointment and a failure? Was the Fifteenth Amendment to the Federal Constitution premature and unwise?" The author concentrates on Mississippi for two reasons. It was the state he had direct knowledge of and it is typical of the other states during reconstruction.
