Expanding on the strengths of two previous albums, HEAVENLY VS. SATAN and LE JARDIN DE HEAVENLY, Amelia Fletcher, Cathy Rogers, Peter Momtchiloff, Rob Pursey, and Mathew Fletcher create the definitive '90s indiepop record. Intelligent, thought-provoking lyrics, indelible melodies, and a viewpoint in which humor, sadness, romance and fear mingle uneasily define the Heavenly aesthetic. The band finds security in the knowledge that one perfect pop song can make everything better.

This brief album contains eight such perfect pop songs, from the accusatory "Me And My Madness" to the heartbreakingly quiet finale, "She and Me." The two highest points, "Skipjack" and the all-time Heavenly classic "Sperm Meets Egg, So What?," feature Amelia and Cathy simultaneously singing entirely different vocal melodies that occasionally unite. This Heavenly trademark induces a delicious, swooning disorientation in the listener. DECLINE is that rarest of rarities, a completely flawless album.
