On 23rd & STOUT, Chuck E. Weiss's follow-up to 2002's OLD SOULS & WOLF TICKETS, the eccentric L.A.-based blues/rock veteran, and muse to Rickie Lee Jones, presents another simmering set of tunes that reinforces his similarities with friend and kindred spirit Tom Waits. Not as blatantly experimental as Waits, Weiss seems comfortable with the "barroom balladeer" mantle, as best evinced on the slinky "Prince Minksy's Lament" and the woozy "Piccolo Pete."
